Net Zero Carbon Procurement

The UK Government has launched its Net Zero Carbon Procurement policy Procurement  Policy Note 06/21 (PPN 06/21) which went live end September 2021. This has significant implications if you are tendering into government & related bodies (defined below)) - requiring you to annually measure your carbon footprint and also to carry out target setting to reach net zero carbon by 2050. They also require you to make this information public.

In short, the PPN 06/21 – will require your business to:

  • Report your scopes 1 & 2 and some scope 3 greenhouse gas (GHG) emissions
  • Commit to Net Zero Carbon by 2050 (at the latest)
  • Put together a Carbon Reduction Plan (CRP) to forecast and chart progress to meeting your net zero commitment (they cite lighting, vehicle electrification, PAS 2060 carbon neutrality etc programmes


They are also asking that you disclose your Carbon Reduction Plan publicly on your web-site.

This procurement policy applies to tenders of £5 million plus per annum value and applies to main government. Their executive agencies and non-departmental public bodies. We are anticipating that this will also travel some way back upstream in the supply chain.

The implications are that, when tendering in to the Government ( as defined) you will need to have:

  • Current carbon footprint measure ( from the most recent financial year) More on Carbon Footprinting
  • Completed climate change Target Setting - charting your course over a number of defined years  to net zero (not just the end value) and how you will reach it. More on Target Setting
